Runners Kit

So, bascially. I've been sitting in one place for half an hour trying to figure out how to reach one of the Runners Kit in the developement zone. No success. I just don't see any way to reach it at all. If anyone can help, I'd be grateful.

Also, where are the preorder DLCs? I didn't have any code in the box or anything. I don't see them to download on ps store either.

The pre-order things were just getting two basic kits right away I think... pretty lame.

I haven't gotten a kit dropped where you have yours, so I'm not sure how to get up there.

I don't see any way at all. I can't even climb up the building and I'm pretty sure I've tried everything.
