I think it's kinda like a check-in. Sorta like something from watchdogs but different in that anyone can make them.

Yes, basically they are check-in points. Players tend to leave them in hard-to-reach areas and places with good views of the city. Then, other players that find them can "check in" at the point to let others know they were there. Sometimes you also find random BLEs that players left behind as a test in the downtown district.
