I was one of the unfortunate to have good enough a computer (FX8350, R9 380) but had to put up with graphics-related issues. Not only were some textures stubbornly blurry no matter the distance, but changing graphics settings seemed to have no effect on anything (except for resolution scale). It was never dramatically bad or anything, just very noticeable. Never had any issues with the framerate, however.
I can confirm that today's patch seems to have fixed all these issues. Changing the game's video settings actually has an effect now and all the blurry textures are gone. Too bad I have really nothing left to do in the game itself:(

See the pixilation on the scrolling 'Breaking News' text? That wasn't there prior to the patch. I'm guessing they're using different LOD levels now, to free up more space for standard textures.
The fact that I can hit Render.ResolutionScale 1.3 in 4K before experiencing an out-of-memory crash, rather than 1.2, supports that.
Bit of a pain for those of us not experiencing problems, but I'll take the hit if it keeps everyone else happy. Hopefully it's a temporary fix until they can come up with something more elegant. But then, this game is hungry, and that's not a bad thing, (here's looking at you, AMD. Step your game up.)
Aside of that, you think that it's possible to change LOD distances to have the best available quality (if the CG is good enough of course) ?
If I'm understanding what you're saying- it's rather difficult when you're typing like this- it sounds like you are unable to do the quickturn move. You'll need to upgrade and purchase the quickturn 180 move from the movement skill tree. I suggest aborting the mission and going to do some side missions, deliveries and diversions, or collecting some GridLeaks, so you can build up some XP and buy the movement upgrade. The mission (and lots of future missions) will be unplayable until you've got that move unlocked.
