Some help...

It isn't extremely major, but the billboards are not moving in the city... They just stay still on really low texture, the make sounds and all, but they just don't show anything moving... Does anyone know what might be stopping them from working??

I think it's honestly part of the texture streaming issue of the game. I'm having the same problem.
