The animated boards display at low resolution when you're close to capping out your vram. Same for general building textures in large vistas. Unless you're running a 8gb card, such as a 1080 or a 1070, expect this to happen.
2016 game, not a 2013 game. If you're disappointed with this, wait till you see November's releases. At least DICE were sensible enough to LOD heavily to ensure consistent fps while running, rather than forcing all the textures to load, which would tank fps entirely. Blurry textures is much better than mistiming jumps and dashes due to texture thrashing.
