Oh my god yes, I've unconsciously learned to ignore this every time, but when I realised that it came up EVERY TIME you can use the MAG rope, I saw that it's annoying and unnecessary.

you need to disable the UI altogheter.

open the frostbite console (press the "\" key, the one above the TAB key), type "UI.drawEnable 0" and press enter.
careful though cause this disables everything, menus and map icons included.
use "UI.drawEnable 1" to revert it.
