How to use the elevator near WFYO building?

I was trying to get recording # 3 at the AllCom Building. *I know there's one more there, I did watch a video guide on all recordings.* It's somewhere below the floor right before Faith has to escape from that building. The only way to get it is to replay mission : Savant Extraordinaire. Strange thing is, is that on my Progression, it says I already took 2/2 recordings during that mission..
So I try to get into AllCom again by using the elevator, and the button didn't show up. How to get into there? Or Do I have to use glitch tricks?

The third recording somehow doesn't count in the progression page, but replaying the mission is the only way to get it. (or maybe the devs expect us to glitch our way to get that recording lol)
