So I see this everywhere. It could be some details about things hidden in the game or future DLC. Honestly I think it's just there for decoration.

Can anyone see if this can be decrypted or if it explains anything?

I have a feeling that it's just there for decoration as it can't be encrypted and is found on a majority of the buildings through out the game
